What the law covers
Delaware has no sweepstakes statute. Its Division of Gaming Enforcement found that VGW’s LuckyLand was offering unlicensed online gaming under the label of a promotional sweepstakes, and from April 2, 2025 Delaware residents could no longer play there.
“Delaware officials concluded that VGW misrepresented its services as a promotional sweepstakes while enabling players to purchase coins for casino-style games, leading to potential cash winnings.”

What this means for players in Delaware
There’s nothing to list for Delaware. We don’t list sweepstakes casinos for players located here, and operators’ terms forbid using a VPN or someone else’s address to slip past that. Doing it can cost you the account and any prizes.
How operators treat Delaware
Of the 93 casinos we track, 61 leave Delaware off their own state lists, 2 allow Gold Coin play only and 30 still list it as open. For those operators the state’s position decides, not the list: we treat Delaware as closed to prize play at every casino we track. Operators edit these lists themselves, so the split can change.
Gold Coin play in Delaware
2 casinos we track still let players in Delaware use Gold Coins, though not Sweeps Coins. Gold Coins can’t be redeemed for anything, so this is play for fun only.
